Dave is a registered federal lobbyist and experienced government affairs professional. He has successfully influenced federal legislation and appropriations affecting the Departments of Health and Human Services, Defense, Transportation, and Veterans Affairs, as well as policy from the Office of Personnel Management, Office of Management and Budget, and Federal Trade Commission. He has significant experience working with state leaders and lobbyists to influence legislation and regulations at the state level.
Dave spent the last 20 years serving on the Senior Executive Teams for two national organizations. He is an experienced nonprofit leader who has provided strategic and legal guidance to CEOs, C-Suite executives, and Boards of Directors. He has managed priority departments influencing all aspects of association functioning, including advocacy, legal, public affairs, media, accreditation, ethics, chapters, foundations, governance, organizational development, strategic planning, and leadership development.
Dave is the author of various publications on public policy, including “The Role of Government and Lobbying in the Creation of a Health Profession: The Legal Foundations of Counseling.” He serves on the Advisory Group of the federally funded Behavioral Health Workforce Research Center, as well as many past public and private committees, task forces, workgroups, and coalitions.
